He served at the UN Mission of Honduras as an economic counselor and as the Deputy Ambassador. In this capacity he has participated in some of the major global UN conferences such as the World Summit for Social Development, the World Conference on Women and the International Conference on Population and Development. Since 2005, Ambassador Flores is a member of the essential United Nations Advisory Committee on Administration and Budget.
